Two Way Bilingual Immersion Program

About TWBI

In its strategic goals, Oceanside Unified School District (OUSD) promotes the preparation of students for full participation and success in a global society that is multilingual and multicultural.

The OUSD multi-site Two-Way Bilingual Immersion (TWBI) Program nurtures a vibrant K-12 learning community in which students from diverse backgrounds speak, read, and write in Spanish and English while participating in multicultural studies and experiences as part of their education. Highly qualified teachers use a curriculum based on state standards. Students acquire biliteracy, exemplifying language and academic proficiency.

Students enter the program in Kindergarten and can continue through 8th grade, then follow a pathway in high school. In high school, they will have opportunities to expand their Spanish skills or learn a third language. Students can potentially earn the distinctive State Seal of Biliteracy on their high school diploma, certifying the attainment of a high level of literacy and fluency in two or more languages.

90/10 Immersion Model in K-5

The first number refers to the percentage of time spent in the target language (Spanish), and the second number refers to the percentage of time spent in English. In the 90/10 model, the amount of English-language instruction increases as students progress through the grades.

  • Kindergarten and 1st grade: 90% in Spanish / 10% in English
  • 2nd grade: 80% in Spanish / 20% in English
  • 3rd grade: 70% in Spanish / 30% in English
  • 4th grade: 60% in Spanish / 40% in English
  • 5th grade: 50% in Spanish / 50% in English

A Unique Program

The Two-Way Bilingual Immersion Program features a balanced mix of English speakers and English language learners (native Spanish speakers). This program is a unique form of language education that uses two languages for instruction, integrating two groups of students.

OUSD's Two-Way Bilingual Immersion Program Master Plan (TWBI) guides the development of the program and offers a K-12 pathway, providing students with the opportunity to develop literacy in two languages.
